Communities don't change simply because we introduce new programs or policies.

They change because people have experiences that shape how they think, feel, relate and act together.

Those experiences arise through the relationships, practices and environments of everyday community life.

Arbour explores this hidden ecology, making the learning visible and useful through writing, frameworks, conversations and place-based practice.

Questions beneath the surface

What becomes possible when we understand not only what contributes to community change, but how that change happens?

Arbour is exploring how everyday experiences of trust, belonging and agency shape wider patterns of participation, leadership, cohesion and resilience - and how the relational practices of community life contribute to those experiences.

These are not questions with simple answers. They are questions to investigate through observation, conversation, evidence and practice.

The inquiry in practice

Arbour’s work is taking shape through place-based learning, partnerships with people and organisations, and the development of practical frameworks that help make the less visible processes of change easier to see.

Its current place-based expression is the Ballarat Living Lab: a way of learning from community change while it is still unfolding. The Living Lab is a Learning Partnership hosted by the Ballarat Foundation.

About Ellen

I’ve spent much of my working life exploring how people develop, grow and change.

My background is in psychology, but over time my attention has widened—from individuals and organisations to communities, places and systems. I’ve become particularly interested in what happens beneath the visible work of community change: the experiences, relationships and everyday practices that shape how people participate, contribute and act together.

Arbour brings these threads together. It is a place for inquiry, writing and practice, and for sharing what I’m learning as the work unfolds.

I’m based in Ballarat, regional Victoria, where much of this inquiry is currently taking shape.
